What the rules ask of you

Letting a home in Singapore comes with duties

Most of what goes wrong for a landlord here is procedural, not commercial. These are the obligations that sit with the owner, whoever collects the rent.

A three-month floor

Private residential property cannot be let for less than three consecutive months, for any occupant. Daily and weekly letting is not permitted.URA, Renting Property guidelines, updated 15 June 2026

How many people may live there

Six unrelated persons. Homes of 90 sqm or more may house up to eight, on registration with URA and a $20 fee, until 31 December 2028. Domestic helpers are not counted.URA and HDB joint release, 16 January 2026

Three immigration checks

Inspect the original pass, cross-check it against the original passport, then verify it with ICA or MOM. Negligent harbouring carries a fine of up to $6,000, up to 12 months' imprisonment, or both.ICA media release, 26 March 2026

Stamping the tenancy

Within 14 days of signing in Singapore, or 30 days if signed overseas. Lease duty is 0.4% of the total rent for terms of four years or less, and penalties reach four times the shortfall.IRAS, stamp duty on leases

A common misreading: ordinary private residential tenancies do not need to be registered with URA. Registration applies only where a home of 90 sqm or more will house seven or eight unrelated occupants.

The market you are letting into

Where rents actually stand

Figures below are URA's index movements for the second quarter of 2026, the most recent quarter published. They are index changes, not dollar rents.

  • Across 2025 as a whole, rents rose 1.9%, after falling 1.9% in 2024.
  • Occupied stock fell by 387 units in Q2 2026 while total stock grew by 416 — supply moved, occupancy did not.
  • Around 60,600 private units sit in the development pipeline.

6.4%

Vacancy rate at end-Q2 2026, up from 6.2%

8.3%

Vacancy in the Core Central Region, the highest of the three regions

Tax

What you keep, and what you can claim

The 15% shortcut

Instead of itemising rental expenses you may claim a deemed 15% of gross rent. Mortgage interest stays deductible on top of it, and each co-owner decides independently.IRAS e-Tax Guide, Simplification of Claim of Rental Expenses for Individuals, third edition, 30 January 2026

Property tax bites harder when you let

A home you do not live in is taxed from 12% to 36% of its annual value. An owner-occupied home starts at 0% and reaches 32% only above $140,000 of annual value.gov.sg, Property Tax on Residential Property, updated 4 September 2026

The 2026 rebate skips landlords

The one-off 2026 property tax rebate covers owner-occupied homes only — 10% capped at $500 for private property. Let property receives none of it.Ministry of Finance, 28 November 2025

Why this is a separate job

The agent's work ends at handover. The tenancy does not.

This is not our characterisation. It is the regulator's.

CEA states that a property agent's role ends once the tenancy agreement is signed and the property is handed over, and that disputes over deposits and deductions are private contractual matters between landlord and tenant, outside estate agency work.

Council for Estate Agencies, Top Questions Posed by Property Consumers to CEA in 2026, 10 April 2026

  • Condition evidence decides deposit arguments. Under CEA's tenancy template the inventory list and the property condition report are conclusive evidence of condition in a dispute.
  • There is no statutory minor-repairs figure. CEA's template leaves the per-item threshold blank for the parties to agree — any figure quoted as standard is convention, not law.
  • Small claims have a ceiling. Up to $20,000, or $30,000 if both sides sign a memorandum of consent, and only for tenancies of two years or less. A three-year lease falls outside the Tribunals.

CEA tenancy agreement template for private residential property, version 1.4, 12 August 2026; Singapore Judiciary, filing a small claim, updated 8 April 2026.

Owners outside Singapore

If you are not here to open the door

The obligations above do not travel. The pass inspection is done in person, against original documents, and the property still has to be looked at.

  • A tenancy signed outside Singapore has 30 days to be stamped rather than 14.
  • The 15% deemed rental expense is available to non-resident owners, and mortgage interest remains deductible on top.
  • Rental income of a non-resident is taxed at the flat non-resident rate on non-employment income — confirm the current rate with IRAS before you budget on it.
  • An indemnity from your tenant over their own immigration status does not remove your exposure as the landlord.
